OUR APPROACH
Treating Violence Like the Public Health Crisis It Is
At Pertelle Gilmore Solutions and Publications LLC, we approach violence the way the medical field approaches epidemics: as a preventable and interruptible public health issue.
Violence is not random.
It spreads through exposure.
It clusters in concentrated environments.
It is learned, normalized, and transmitted—much like a contagious disease.
When left untreated, it escalates.
When properly interrupted, it declines.
We view gun violence the same way society views pandemics: it requires early detection, strategic intervention, credible messengers, behavior change, and long-term norm transformation.
🔎 Data-Driven. Community-Grounded.
Our methodology combines:
Like epidemic control models, we focus on:
🏥 Why We Frame Violence as a Public Health Issue
Public health teaches us that you cannot arrest your way out of an epidemic.
You must interrupt transmission.
Just as health professionals use outreach workers to stop disease spread, we train and deploy community-based leaders who understand the environment, culture, and psychology of violence.
When exposure decreases, retaliation decreases.
When retaliation decreases, community safety increases.
When safety increases, opportunity expands.
⚙ Customizable. Strategic. Measurable.
Every community and organization is unique.
That’s why our consulting model is:
✔ Data-informed
✔ Culturally responsive
✔ Highly customizable
✔ Measurable and outcome-focused
We assess your structure, community landscape, risk factors, and capacity before designing a tailored strategy that aligns with your mission and produces real-world results.
🎯 The Bigger Goal: Shifting Social Norms
Lasting violence reduction requires more than crisis response.
It requires cultural change.
Through consulting, publishing, and culturally impactful entertainment initiatives, we reshape what communities celebrate, tolerate, and reject.
Because when social norms shift, behavior follows.
And when behavior changes, entire ecosystems transform.
We help small businesses, nonprofits, and community-based organizations build clear, sustainable roadmaps for growth and impact.
Our strategic consulting goes beyond traditional SWOT analysis. We assess organizational structure, leadership capacity, community environment, cultural dynamics, and long-term scalability.
In addition to business growth strategy, we integrate community impact planning—helping organizations align profit, purpose, and measurable social outcomes, including violence prevention and youth engagement initiatives.
We don’t just build businesses.
We build institutions that influence culture.
We assist organizations with budgeting, forecasting, funding strategy, and long-term financial sustainability planning.

Launching an effective violence prevention site takes more than good intentions—it requires a balance of trusted, strategic street mediation and airtight operational, financial, and organizational management. Drawing from my foundational work as a pioneer of the B.U.C.K. Squad (Brothers United to Cease the Killing) in Charlottesville, I provide the exact structural blueprint required to build, fund, and run an impactful violence prevention site in at-risk neighborhoods.
Through my consultation and training programs, I guide grassroots groups, city leaders, and non-profits through both the boots-on-the-ground work and the business side of saving lives.

Implementing the Cure Violence Model: Full instruction on the three core pillars of this evidence-based, public health approach: detecting and interrupting high-stakes conflicts, identifying and managing high-risk individuals, and shifting community behavioral norms.
Mobilizing the B.U.C.K. Squad Blueprint: How to replicate the proven model of rapid emergency response, 24-hour crisis hotlines, community canvassing, and deploying localized teams to active hotspots.
Recruiting and Managing Credible Messengers: Strategies for identifying, vetting, and managing individuals with authentic street credibility, training them to use their past experiences as an asset to gain trust and de-escalate violence safely.

Grassroots-to-Institutional Scaling: Step-by-step guidance on how to transition a passionate, volunteer-led group into a recognized, professionalized organization capable of securing municipal trust.
Navigating Municipal Funding & City Contracts: Direct strategies on how to engage city councils, pitch public safety models, and successfully secure government grants and municipal funding (mirroring how we secured essential city-sponsored backing in Charlottesville).
Financial Accountability & Compliance: Establishing transparent financial protocols, managing bi-weekly operational salaries for interrupters, and setting up strict internal controls to maintain community trust and institutional integrity.
Building a 501(c)(3) Framework: Navigating the legal steps of running a tax-exempt non-profit, including managing community donations, executing transparent fundraising campaigns, and establishing an effective board of directors.
Establishing Strategic Community Coalitions: How to build essential networks with local schools, housing complexes, mental health professionals, and career development centers to address the generational trauma and economic gaps driving localized violence.

This section outlines advanced, evidence-based training and strategies rooted in the globally recognized Cure Violence framework, which approaches community violence as a preventable public health epidemic.
Flexible Certification Programs: Available for individual professional development or scalable for full implementation across schools, colleges, universities, and community organizations looking to certify their teams.
The Public Health Approach to Community Safety: Understanding the core methodology of treating violence like a contagious disease—detecting and interrupting conflicts, identifying and treating high-risk individuals, and changing community norms.
Clinical De-escalation & Conflict Mediation: Tactical training on how to safely approach, assess, and mediate high-stakes street disputes before they escalate into retaliatory violence.
The Role of the Credible Messenger: Leveraging lived experience, localized trust, and community relationships to effectively disrupt active cycles of retaliation.
Data-Driven Intervention & Mapping: Utilizing localized data and neighborhood intelligence to identify hotspots, anticipate conflicts, and deploy resources efficiently.
Shifting Neighborhood Norms: Long-term community mobilization strategies designed to reject the normalization of violence and foster a collective culture of safety and accountability.
A Violence Interrupter is a trained, frontline community worker who uses a public health approach to stop the spread of street violence before it happens. Rather than relying on traditional law enforcement methods, Violence Interrupters treat violence like a contagious disease. Their mission is to detect friction in the community, step in immediately to cool tensions, and disrupt the cycle of retaliatory actions.
Under the evidence-based Cure Violence Model, a Violence Interrupter works directly on the ground to save lives through three main strategies:
•Detecting and Interrupting Conflicts: They monitor active rivalries, neighborhood disputes, and interpersonal conflicts. When a high-risk situation arises, they step in to mediate the argument, de-escalate the anger, and secure peace agreements before anyone turns to a weapon.
•Identifying and Shifting High-Risk Individuals: They work closely with the individuals most likely to be involved in or affected by violence. Interrupters provide mentorship, offer alternative paths, and connect them to critical resources like job training, mental health support, and education.
•Changing Community Norms: They work to change the mindset that violence is a normal or necessary way to solve problems. By organizing community responses, public education, and street-level outreach, they help neighborhoods build a collective culture of safety and mutual respect.
The Power of the "Credible Messenger"
The secret to why Violence Interrupters are so effective lies in the concept of the Credible Messenger.
Violence Interrupters are typically individuals who come from the exact same neighborhoods they serve. They have lived experience, deeply understand the codes of the streets, and carry an authentic authority that cannot be bought or simulated. Because they have walked in the same shoes as the youth they are trying to reach, they possess the unique trust, access, and respect needed to enter high-tension situations and successfully convince individuals to stand down
